PROGRAM DESCRIPTION: The Oxbow Center is a multi-agency human services consortium providing services to the elderly, disabled, and needy within a seven-county area. The center is managed by a Board of Directors comprised of representatives from the Consortium agencies. The Oxbow Center was created in 1989 as a result of a Virginia General Assembly planning grant awarded to the Virginia Department for the Aging.

The Center opened in 1995 as a result of years of planning by the consortium and by state and local legislators. The center serves people living along the border areas of Planning District I and Planning District II. These border areas historically have been either unserved or underserved by local agencies because of insufficient funding.

The Oxbow vision is flexible and creative, grounded in the belief that those in our region are best served by sharing, cooperation, and coordination. Oxbow member agencies share staff, space, transportation, training, and other resources to deliver services to those in need.

The Center houses the following programs:

  • A fully licensed Adult Day Care Center operated by the two area agencies on aging.
  • A day support program for individuals with mental illness, The Riverside Clubhouse, which is administered by CMCSB.
  • A fully operational Food Services Program operated by CMCSB.
  • A Deaf Resource Center administered by the Disabilities Services Board in Planning District I.
  • A Family Investment Center operated by Wise County Redevelopment and Housing Authority.
  • Health services operated by the two health districts.

Other services are provided at the center. Case management services are provided to the elderly. In addition, the two health planning districts offer clinic, outreach, and community activities at the Oxbow Center. These services include family planning and the WIC program (Women, Infants, and Children Nutritional program).

Oxbow consortium agencies believe strongly that county lines and planning districts lines are artificial boundaries that should not serve as barriers to people needing services.
