Community-Based Prevention Services
  • Prevention Planning Coalitions have been formed to address substance abuse and related problems.  Members include representatives of:


      • Community Services Boards.
      • Schools and social service departments.
      • Law enforcement and court services .
      • The faith and business communities.
      • Groups and organizations.
      • Parents and youth.

  • Prevention Planning Coalition activities include assessing:


      • The accessibility of illicit substances in the community.
      • Youth and adult substance use.
      • Family management issues.
      • Youth academic performance and school policies.
      • Law enforcement data and safety concerns.

  • Prevention Planning Coalition activities continued:


      • Identifying current resources that can be used to address substance abuse and related problems.
      • Planning a continuum of prevention activities that involve all of the representative member groups and reach everyone in the community.
      • Evaluating the effectiveness of the activities.

  • Community Services Boards work with other agencies and groups to provide evidence-based education programs that help families enhance management and communication skills.  Program examples include:


      • Families and Schools Together, (FAST)
      • Parenting Wisely
      • Creating Lasting Family Connections
      • Strengthening Families
      • Keep A Clear Mind, (KACM)
      • Life Skills Training
      • All Stars

Addiction to Methamphetamine
  • According to the SAMHSA/Office of Applied Studies Treatment Episode Data Set.


  • In 1993, there were 21,000 treatment program admissions of persons with a primary use problem.


  • Ten years later, in 2003, that number had increased to 117,000.

Admissions for Methamphetamine Treatment in Virginia are Increasing
  • 2005 CCS data 1% total SA admissions.
      • (485 total cases out of 52,916)

  • 2006 CCS data 1.1% total SA admissions.
      • (520 total cases)

  • Anecdotal reports:  Increase this year in consumers seeking assistance.


  • It is believed that the lag time between first use and dependence will affect future increases in admissions.

Virginia’s Clinical Interventions
  • Request for proposals for Community Services Boards to be trained in the Matrix Model Evidenced Based Practice.


  • 9 Community Services Boards selected.
      • Alexandria, Arlington, Danville-Pittsylvania, Fairfax Falls Church, Highlands, Norfolk, Northwestern, Mount Rogers, Rappahannock Rapidan.


  • Sent a multi-agency/program team to National Methamphetamine Summit in Florida for additional treatment intervention training.

Prescription Drug Abuse is Rampant in Southwest Virginia
  • Prescription Drug Epidemic since 1997
  • Over 200 deaths annually since 2003 from overdoses
  • Deaths  represents a 300% increase
  • Predominantly people under 40
